What is CDPAP?

CDPAP is a New York Medicaid program that allows the client or the client’s family member to choose their own caregiver, giving them greater control over their homecare plan. Essentially, the client or a family member becomes the employer, and they can hire whomever they want to provide the necessary Personal Care Services with the Home Care Agency provides compensation and health benefits. 

Getting Started: 

To participate in CDPAP, a doctor must send a completed Physician’s Order for Services to the local social services district in order to then conduct a social and nursing assessment. Once accepted into the program, Social Services then recommends the amount, frequency, and duration of at-home care necessary. 

 

Effective Home Care can set up individuals for this program and guide them through the entire process every step of the way. We’ll answer any questions you or your loved ones may have and keep you informed of changes to federal, state and local home care regulations to ensure full compliance once enrolled.

Program Requirements & Eligibility:

To qualify, recipients must be eligible for or currently receiving New York State Medicaid or Personal Care Services by the Department of Social Services. The individual must also be medically stable and self-directing, and willing and able to make key decisions regarding their health, or have a legal guardian or designated adult able to do so for them.

Note: CDPAP is NOT covered by Medicare, However, it is possible, for recipients of CDPAP to be enrolled in both types of health coverage. Dual-eligible consumers are required to enroll in a Managed Long-Term Care Plan.

Medicaid versus Medicare in New York State

Medicaid is a state-funded healthcare option that covers the medical costs of low-income patients who would otherwise be unable to afford coverage. To qualify for Medicaid in New York, individuals must be:

  • A US citizen 

  • A legal resident of New York State 

  • In need of healthcare insurance/assistance

  • In a financial situation that is characterized as low income or very low income

 

Medicare is a federal program that is available to all U.S. citizens 65 years or older. It also covers people with certain disabilities, and is offered to individuals regardless of income. The four-part program consists of:

  • Part A: Hospitalization Coverage

  • Part B: Medical Insurance

  • Part C: Privately purchased supplemental insurance that provides additional services through which all Medicare services offered by Part A and Part B can be accessed

  • Part D: Prescription Drug Coverage
